Carman Contracting undertakes major refurbishment
contract at Havant Justice Centre

Carman Contracting has started work on a substantial refurbishment project at Havant Justice Centre for our long-standing client Equans. Located just north of Havant Park and adjacent to the police station, the Justice Centre is undergoing a comprehensive upgrade programme. 

Our extensive contract, which is scheduled to run for 16-20 weeks, includes the complete replacement of six roofs, enhanced insulation, and the installation of a high-performance, carbon-neutral felt roofing system from Alumasc. The Derbigum roofing system comes with a 35-year warranty and has a lifespan of over 50 years, which supports HMCTS's commitment to reducing its carbon footprint. As part of the roof refurbishment works, we will also remove redundant skylight units, construct new perimeter kerbs, and carry out repairs to the parapet walls.

With the roof works complete, Carman will install a roof-mounted solar PV system to create a more sustainable energy supply, which is expected to generate approximately 46,500 kWh annually.

Internally, Carman is installing new suspended ceilings and an upgrade lighting package throughout, including Ansell-designed systems in the Tribunal Rooms, waiting areas and WCs. Emergency lighting with self-test functionality is also being installed.

To ensure minimal disruption, the project has been carefully phased. The first six weeks have included weekend and evening work to prepare for a six-week centre closure, during which time the majority of internal works within the courtrooms has taken place - ready for re-opening on September 8th. Now the solar PV and remaining external works can be completed while the building remains operational.

Carman Contracting Project Manager, John Graham, is overseeing the project, which also includes new ventilation and air conditioning systems, as well as safe access and fall protection measures such as fixed vertical ladders, freestanding and fixed edge protection and step-over platforms for future safe access to the roofs for maintenance work.

This high-profile scheme is another example of Carman’s expertise in delivering complex refurbishments in secure and operational environments.
